Project story

Since 2006 the Southern Construction Framework (SCF) has delivered over 40 capital projects each year, transforming communities across Greater London, the South East and South West.

Presided over by Hampshire County Council and Devon County Council, the framework supports public sector organisations to deliver high-quality major construction projects efficiently, cost-effectively and with added social value.

To date, the framework, which offers a unique approach in how projects are awarded, has realised £127m of savings, had zero contract disputes, averaged projects within 1% of the contract sum and achieved safety performance at a third of the national average.

Mace has been part of the framework since its inception; appointed to deliver theatres, research and police facilities, schools and hospitals that have helped communities to thrive. Building on the success of the framework’s previous three generations, Mace was reappointed in 2019 for a further four years.

Our involvement has seen us deliver significant value and cost savings by utilising industry relationships, introducing standardised competencies and influencing design changes. In the interest of supporting our industry to raise the quality of its output, ‘we have led a contractor working group and developed a set of standards and working practices which are now being used by all contractors across the framework.

Points of note

Social value

Since our appointment to the framework we have recruited at least one local apprentice for every allocated project; working alongside a social enterprise to identify the individuals.

This pioneering framework was renewed during 2019, with Mace being appointed to deliver both new build and refurbishment projects for all London boroughs.

London Construction Programme

This is a pioneering framework of eight contractors working to deliver both new build and refurbishment projects in a collaborative manner for all London boroughs. We have provided support for a diverse range of projects from education, public estates rationalisation through to social housing. We have also embedded the commitments to social enterprise and apprentices to support the London Plan created by the Mayor of London.

Boosting satisfaction

To demonstrate the framework’s benefits, we embarked on a raft of data collection, including customer satisfaction, cost management and health and safety. The result was 14% better than the benchmark figure.

Capital gains

Mace’s capital projects, under the framework, include Binfield Learning Village for Bracknell Forest County Council and Marlborough Primary School for the Royal Borough of Kensington and Chelsea. We also assisted the Metropolitan Police and Hampshire Constabulary on delivering custody and specialist bases in London and the South East, together with civic and theatre buildings for Tunbridge Wells and specialist research buildings for the Science and Technology Facilities Council (STFC) at their Harwell campus.
