Presided over by Hampshire County Council, the framework – which includes the London Construction Programme – allows local authorities and public sector companies to deliver grand scale projects in a simple, collaborative and efficient manner.

Brought on board to programme manage the framework in 2006, our expertise oversaw £1.6bn of projects for 64 separate public bodies. These included local authorities, hospitals, police forces, further education bodies and housing associations.

Unlike traditional approaches to capital delivery, Southern Construction Framework (SCF) offers a unique approach in that projects are awarded to one of eight framework contractors – us included. This innovative process has seen £92m of savings, zero contract disputes, cost within just 2% of the contract sum and safety performance at a third of the national average.

Our world class know-how brought clear management guidelines and working practices to SCF, along with public body engagement, many of which would eventually use the framework. Our supply chain management experience also brought huge value, with £3.2m of discounts brought about by the ‘Strategic Alliance Value and Efficiency’ (SAVE) chain we created.

Points of note

Waste safely wrapped

With sustainability in mind, the framework teamed up with the government-backed WRAP scheme. Of the 355,000 tonnes of waste created, 82% was diverted from landfill.

Boosting satisfaction

To demonstrate the framework’s benefits, we embarked on a raft of data collection, including customer satisfaction, cost management and health and safety. The result was 14% better than the benchmark figure.

London Construction Programme

This is a pioneering framework of eight contractors working to deliver both new build and refurbishment projects in a collaborative manner for all London boroughs. We have provided support for a diverse range of projects from education, public estates rationalisation through to social housing. We have also embedded the commitments to social enterprise and apprentices to support the London Plan created by the Mayor of London.

Capital gains

We personally delivered capital projects including Garth Hill School for Bracknell Forest County Council and Teddington Comprehensive for the London Borough of Richmond upon Thames. We’ve also assisted the Metropolitan Police on delivering custody and patrol bases in London, including the Wandsworth police station and Bexley Council’s £26m civic office project.

Next generation

Building on the success of generation one, the framework was renewed to run for a further four years from 2011. In 2015 we were appointed to provide services for its replacement, the Southern Construction Framework, covering Surrey, East and West Sussex, Hampshire, Kent, Medway and Brighton and Hove and London – with a projected turnover between £1.5bn and £2bn.
