Portsmouth City Centre North represents one of the South Coast's most significant regeneration opportunities, transforming more than 13 hectares of strategically important city centre land into a vibrant mixed-use neighbourhood. The programme forms a key part of Portsmouth City Council's ambitions to deliver up to 2,300 new homes, increase private sector investment, support economic growth and create a better-connected, sustainable urban environment.
Mace Consult was appointed to help establish a viable and deliverable route forward for this complex, multi-phase regeneration programme. Working closely with Portsmouth City Council and specialist partners, the team undertook a comprehensive assessment of the consented masterplan, combining market analysis, viability testing, delivery strategy development and market engagement to identify the most effective approach to unlocking development.
The work addressed commercial, infrastructure and delivery challenges, providing evidence-based recommendations on phasing, procurement, development structures and market positioning. This established a framework capable of responding to changing market conditions while maintaining the scheme's long-term vision and placemaking ambitions.
Building on this foundation, Mace Consult continues to support the Council through the Business Plan stage, helping to refine delivery and funding options, shape the development strategy and establish the commercial framework for implementation, including the framework that will underpin a future Development Agreement.
Through development advisory, regeneration and delivery expertise, Mace Consult has helped create a clear pathway from vision to delivery, balancing the Council’s long-term placemaking objectives with market facing advice to facilitate the basis for attracting investment to deliver a new neighbourhood in the heart of Portsmouth.
