Since being appointed as Programme Management Partner in 2024, Mace Consult has been leading the Project Management Office (PMO) for MTR Corporation, delivering integrated project controls, planning and digital services across its capital works portfolio. This includes 15 new stations and approximately a 22-kilometre line extension, adding capacity to a network that already had over 30 million passenger trips in 2025 alone. As the partnership has matured, Mace Consult has become fully integrated within the client team, with established trust and shared ownership enabling stronger governance, improved performance management and more predictable programme outcomes.

Through this integrated approach, Mace Consult has delivered tangible impact:

  • Established a cost management and assurance practice, improving confidence in reported outturn costs and strengthening financial control;
  • Embedded quantitative risk analysis, increasing certainty in cost and schedule outcomes;
  • Delivered the annual baseline exercise, defining the estimate at completion and refreshing risk positions in line with MTR governance;
  • Leading the review and assurance of programme schedules under NEC contracts, improving consistency, transparency and contractor accountability;
  • Rolled out an integrated executive dashboard that leverages systems to provide period assured analysis of project progress.  

This work is creating the conditions for reliable rail delivery at scale. Improved cost and schedule certainty has allowed risks to be identified earlier and managed proactively, reducing delays and disruption. Stronger oversight will ensure infrastructure is delivered on time and integrated effectively into the wider network, supporting consistent operations.

Equally important is how these are being delivered. The integration of Mace Consult specialists within the PMO has created a more unified and collaborative environment, raising standards across teams and contractors. The client is able to benefit from upskilling of its teams from our programme delivery professionals.  As the commission progresses, this approach is being embedded more deeply to drive sustained improvement.
