Located in the heart of Westminster, One Victoria is a landmark redevelopment breathing new life into a historically significant site. Most recently serving as the headquarters for the Department for Business, Energy and Industrial Strategy. The site is being reimagined as a sustainable, future-ready commercial hub tailored to the needs of the modern workplace.

Upon completion, 1 Victoria will span 700,000 sq ft  across nine storeys and two basement levels. The ground floor will feature active retail frontages along Victoria Street, while flexible, high-quality office spaces rise above. Terraces with views of Westminster Abbey, extensive urban greening, and low-carbon design will create a vibrant, sustainable landmark that complements the historic streetscape.

From the outset, collaboration with Stanhope and Mitsubishi has been key to managing complex logistics and ensuring smooth delivery. Digitalisation has played a pivotal role, enabling smarter, faster decisions through integrated modelling, real-time cost tracking, and collaborative scheduling. These tools have driven significant efficiencies, including savings of £500,000 to £600,000 through piling rationalisation and a 40 percent reduction in façade panel weight via ultra-high performing concrete (UPHC) innovation.

Builders Work in Connection (BWIC) has been a major focus at 1 Victoria, where early and transparent coordination between trades is helping to eliminate interface clashes and reduce rework, with projected savings. This approach supports compliance with the Building Safety Act by ensuring clear traceability and accountability throughout the design and construction process. Digital tools such as Autodesk Construction Cloud have enabled consistent model coordination and early engagement with MEP contractors, while innovations like the trial of Resolve VR are enhancing visualisation and coordination in congested areas. Automation of Planned Percentage Complete (PPC) reporting is being trialled with forecasted improvements in reliability and efficiency, with a potential savings between two and three hours per user per week by streamlining manual processes . These technologies are not only improving delivery efficiency but also creating resilient buildings fit for the future. 

Driving forward a low carbon future, One Victoria places sustainability at its core. A standout initiative is the closed-loop glass recycling scheme, developed in partnership with Saint-Gobain and introduced early by Stanhope and Arup. By identifying the reuse of internal secondary glazing, the team, working closely with Keltbray, devised a bespoke method to safely remove and sort glass for high-quality reuse. This effort recovered 116 tonnes of glass, saving an estimated 76 tonnes of carbon dioxide and contributing to the project’s ambitious target of 590 kilograms of CO₂ equivalent per square metre. It sets a new benchmark for circular construction in Westminster.

Beyond architecture and environmental impact, One Victoria is committed to delivering lasting value to the local community. A bespoke Social Value Charter, developed by Stanhope and shaped by local priorities, is publicly displayed and embedded into project delivery. It pledges to tackle inequality, support local employment, and create opportunities for young people. With targets including 24 local job opportunities 24 apprenticeships, and 92 work experience placements, the initiative ensures the benefits of regeneration extend well beyond the site boundary.
