Tim Laycock

Tim is an Operations Director for Mace’s education sector team and has been with Mace for 8 years. His key skills are in establishing teams and governance structures to enable the delivery of complex programmes. He has the ability to rationalise complex issues and present considerate and coherent solutions to them. Tim is currently Executive Programme on Manchester’s Building Schools for Future (BSF) and Academies programme. He has worked through the entire BSF process from inception to delivery of new schools, including the development and implementation of an alternative Local Education Partnership Model based on collaborative partnerships and conventionally funded design and build contracts. His key experience is as follows:

Manchester BSF Programme

Tim has been seconded to Manchester City Council and has been with them, reporting to the City Council’s Head of Public Private Partnership Unit, for six years. During this time Tim has been instrumental in the establishment of the BSF and Academy implementation team, which is innovative in its approach to collaborative working. Manchester’s BSF Academy programme is valued at £500m and comprises 33 School delivered over 3 phases; Wave 1, 17 schools, academies, 7 schools and wave 4 9 schools.

  • Tim is overseeing all three of Manchester’s programme phases which are at different stages of the delivery process.
  • Thirteen BSF-funded projects are now complete
  • Eight schemes are on site, of which six will open in 2010 with the remaining opening in early 2011
  • Eleven additional high schools are currently being designed and are expected to be on site during 2010.
  • Fourteen schools are now live on the ICT managed service contract.

The Manchester Academies model has been developed as a collaboration between economic growth sector leaders with the City and the City Council. This exciting approach is resulting in transformational methods of delivering education and as a result innovative approaches to design and delivery of the Academies. Five Academies are due open in their new buildings in September 2010. Wave 4 schemes are entering Target Cost negotiation stage.

Prior to Building BSF, Tim was seconded to Brunel University as Development Manager for their estates rationalisation strategy following his original role as Programme Manager, where he was responsible for the development and implementation of the University’s capital build programme. During this time Tim worked closely with the Director of Estates and Facilities with reporting duties to the Capital Control Group and Estates Strategy.

Tim also has experience in private sector projects, retail, and sports and leisure, having previously held Project Management positions overseeing the redevelopment of Old Trafford and the first Giorgio Armani retail outlets in the UK.
